Server to stopwatch

The silEnT server is now changed to stopwatch mode. The server had declined to low population and our regulars being objective players, it seemed logical to test this for a while at least. Also, as I have asked about this on the server the players have supported it quite widely.

The idea in stopwatch is that both teams play the same map twice, once attacking and once defending. The team that makes the better time, wins. This is the most objective oriented approach to the game possible.

The maps should be small and have short times. Also some other settings are changed on the server. But don't expect ETPro game settings. Lot of silEnT features are enabled. Please report any bugs you find or settings that need to be changed. The intermission map vote is sometimes buggy. That issue is known.

Some changes in settings:
- Sefkills are now limitless.
- Class restrictions lifted apart from soldiers and panzers.
- Engineer rifle not available for team sizes below 4.
- Max bot count changed to 4.

Intermission map voting is buggy, but the maps can be voted during the game too. As long as you have at least regular level.
